Optimizing Windows 11 Power Settings for Barcode Scanners on Kiosk and Mustering Systems

Overview

Windows power management features are designed to reduce energy consumption on general-purpose computers. However, on long-uptime or always-on systems such as kiosks, mustering tablets, or unattended workstations, certain power-saving settings can unintentionally interfere with USB-connected peripherals like barcode scanners.

In some scenarios, these settings may cause barcode scanners to:

  • Stop responding after periods of inactivity
  • Become intermittently unavailable
  • Require reconnection, reconfiguration, or reboot to resume normal operation

This article outlines recommended Windows 11 power configuration settings that can help improve barcode scanner reliability in kiosk and mustering environments.

When This Applies

These recommendations are most relevant if:

  • The system is intended to run continuously or for long periods without reboot
  • A USB-connected barcode scanner is used (serial emulation or keyboard wedge)
  • The scanner becomes unresponsive after idle time
  • The scanner works again after rebooting or reconnecting the USB cable

These settings are commonly recommended for:

  • Visitor management kiosks
  • Mustering or safety tablets
  • Access control or check-in stations
  • Other unattended or semi-attended systems

1. Disable USB Selective Suspend

Why this matters
USB selective suspend allows Windows to place idle USB devices into a low-power state. On kiosk-style systems, this can cause barcode scanners to fail to wake properly after inactivity.

Recommended Action: Disable USB selective suspend.

Steps:

  1. Open Control Panel
  2. Select Power Options
  3. Click Change plan settings next to the active power plan
  4. Click Change advanced power settings
  5. Expand USB settings
  6. Expand USB selective suspend setting
  7. Set both:
    • On battery > Disabled (if present)
    • Plugged in > Disabled
  8. Click Apply, then OK
  9. Reboot the system

2. Prevent Windows from Powering Down USB Root Hubs

Why this matters
Windows may turn off USB root hubs to save power. When this happens, connected peripherals, including barcode scanners, may disconnect or fail to resume properly.

Recommended Action: Disable power-saving on USB Root Hub devices.

Steps:

  1. Right-click Start and select Device Manager
  2. Expand Universal Serial Bus controllers
  3. For each device labeled USB Root Hub or Generic USB Hub:
    1. Right-click the device and select Properties
    2. Open the Power Management tab
    3. Uncheck:
      • Allow the computer to turn off this device to save power
    4. Click OK
  4. Repeat for all USB Root Hub / Generic USB Hub entries
  5. Reboot the system

Why this matters
Balanced power plans may still allow aggressive power-saving behavior over time, even when the system appears idle but operational.

Recommended Action: Use a power plan appropriate for always-on operation.

Steps:

  1. Open Control Panel
  2. Select Power Options
  3. Choose one of the following (if available):
    • High performance
    • Ultimate Performance (on supported systems)
  4. If needed, click Create a power plan and base it on High performance
  5. Ensure:
    • Sleep is disabled (or set appropriately for your environment)
    • Display power-off timing does not impact kiosk operation

Issues These Settings May Resolve

Applying the recommended settings may help resolve or prevent:

  • Barcode scanner stops responding after inactivity
  • Scanner disconnects without warning
  • Scanner works only after reboot or USB reconnection
  • Inconsistent scanning behavior over time
  • Intermittent USB device availability

These changes are especially effective when combined with:

  • Proper initial scanner configuration
  • Stable USB cabling and connections
  • Consistent scanner operating mode (serial or keyboard wedge)

Important Notes

  • These recommendations are not required for all environments, but are strongly recommended for kiosk and mustering systems with long uptime.
  • Changes should be applied consistently across all deployed systems to ensure predictable behavior.
  • After applying changes, a system reboot is required for settings to take full effect.
  • If issues persist after applying these settings, additional investigation may be required.
